Professor Kenneth Ryan, California State University - Fresno, Department of Criminology, is an international expert in intelligence theory and government policy. Before coming to Fresno State, he served as President of STS International, LLC, a consulting firm to government and the defense industry. STS International provided expertise in intelligence organizational structures and fusion/joint intelligence center operations to 3 of the Big 5 defense contractors in America. In his corporate role, Dr. Ryan also served as CEO of the Intellico Group, a consortium of intelligence providers
supporting technical advancements in analysis. In addition, Dr. Ryan was statistician and exhibit coordinator for the United Nations Security Council Committee on Francophone Africa and later served as principal advisor to the UN Coalition Provisional Authority regarding post-war Iraqi governance structures. Earlier in his career, he worked in policing and as a government executive (Special Agent in Charge) in state- level criminal investigations and criminal intelligence. He also served on the boards of directors of five corporations and one government agency.

Dr. Ryan is a member of the University of Oxford (UK) Round Table in Criminal Law and Justice and the Academy of Criminal Justice Sciences. The University of Oxford (UK), where he presented contemporary research in European criminal intelligence, has published his work in international law, terrorism, and public policy. Dr. Ryan has addressed the World Terror Conference three times on various topics relating to counter-terrorism and intelligence and has addressed the Counter-Terror Expo in London on International Counter-Terror Intelligence Policy Coordination. Additionally, he lectured on "American Politics in Intelligence" at Bletchley Park, Milton Keynes, UK for the University of Buckingham. Dr. Ryan also lectured at the Brunel University (London), Centre for Intelligence and Security Studies, in advanced econometrics and game theory in formulating intelligence policy.

He has been a contributing writer and consultant in justice and national security for The Discovery Channel; Investigation Discovery; The Military/American Heroes Channel (Annapolis); Time Magazine (New York); World Politics Review (World Bank, Paris); and IDEA Publishing (New York), among other publishers at home and abroad. Dr. Ryan is a non-attorney member of the American Bar Association, co-founder of the National Council for Emergency Management and Homeland Security, and is active in other organizations at national and international levels. Dr. Ryan also has instructed global violence and the operational environment for the United States (Army) Military Intelligence School, Ft. Huachuca, Arizona, and his publications are utilized as instructional material at the US Military Academy at West Point.

Dr. Ryan received his Philosophiæ Doctoris from Washington University in St. Louis in Interdisciplinary Studies in Political Science where he focused on political violence and comparative politics with area studies in Europe, Russia, and the Middle East. Dr. Ryan’s recent research focuses on the comparative politics of international /transnational intelligence, particularly in counter-organized crime and counter-terror. Dr. Ryan is a frequent speaker on counter-terror and intelligence policy coordination in Europe and the United States. At present, he is working on manuscripts on intelligence theory as well as public policy and law. In 2021, Dr. Ryan was profiled in Who's Who in America as a Distinguished Educator
and was awarded as a Distinguished International Humanitarian for his work in European Cooperation in Intelligence and his work with the United Nations.
